TDP @ Kamrup Metro
Under Tribal Development Programme (TDP) of NABARD, Kalong- Kapili in 2013, was able to develop 500 tribal families covering fourteen villages close to Assam Meghalaya border. Nestled atop the line of hills on the Assam Meghalaya border, these tribal villages that come under the Nartap gaon panchayat at Dimoria Block, Kamrup metro, are mainly dominated by the Karbi people. Deprived of all the basic amenities that are integral to modern day existence, the villagers, particularly the younger generation, were getting anxious to change their way of living. And the opportunity came for them in the form of the TDP that changed their life and living standards.
Best practices popularised in the Nartap Cluster were primarily in the form of rubber cultivation. During the incubation period of rubber cultivation, Kalong- Kapili developed pineapple, banana and broomstick plantation as inter crops which provided them with much needed income. Allied to this were effective programmes such as capacity building, women empowerment, gender sensitisation and promotion of community health.
Today, a large number of people have sustainable live style through positive changes in the land use pattern. Buoyed by the returns, the farmers have started dreaming big. They are planning to increase their output and supply their products to every nook and corner of the state and in the national and international markets as well. They want to prove that they are the best and they indeed have the determination to do so.
FPO @ Kamrup Metro
Ampree Langpee Orange Grower Society, Nartap, Kamrup Metro, Assam.
The poor accessibility of the area was a hurdle to bring in improvements in the living condition of the people and also to make our interventions sustainable. Based on discussions with the people in the area, we decided to form a CBO to instill the concept of “in unity is strength”.
The effort led to formation of Ampree Langpee orange growers society with the financial assistance of NABARD. Despite production of sizeable quantity of orange, price realization of farmers was meagre.
Kalong-Kapili (POPI) propagated the concept of value addition through aggregation. Formation of FPO enabled the villagers to put forth their case before the administration, resulting in improvement of the condition of the roads connecting the project area. In order to instill the concept of collectivization, the POPI organised Buyer-Seller Meet after grading of oranges in order to fetch better price.
Further, to streamline the value chain, the FPO has taken up direct marketing in local markets. This has resulted in price realization going up from a mearge Rs 2 a piece to Rs 10 a piece for grade one oranges.
The FPO also started two new activities along with oranges, i.e. broomstick and pineapple. These three activities have ensured round the year income for the FPO members. The orange and pineapple are purely organic products.
SAFAL Phase-II (SESSA Project)











Kalong-Kapili implemented SESSA project under SAFAL Phase-II with support of SAFAL-GIZ on September, 2022. Since then, our team has been providing capacity building programmes for the fish farmers at seven districts of Assam (Nagaon, Karbi Anglong East, Biswanath Chariali, Sonitpur, Nalbari, Kamrup Rural and Udalguri). Under the project, we are also organizing programmes to strengthen the FPOs and FPCs.
Aqua Entrepreneurs
The project aims to identify potential aqua entrepreneurs in selected districts of Assam. Field staff, along with local support, will conduct visits and awareness campaigns. Youth interested in entrepreneurship will undergo training, and established entrepreneurs will receive further education. Boot camps and exposure visits will provide platforms for idea development and learning from experienced counterparts. Investors will evaluate promising ideas, and proposals will be linked to government schemes and funding sources.
- Aqua Entrepreneur is the first such type of concept in aquaculture sector in India.
- Aqua Entrepreneur concept implemented first by Kalong-Kapili in the country.
- Total 350 AE are on the verge of formation.
- Very recently, Govt. of Arunachal Pradesh and Govt. of Nagaland showed keen interest to adopt this AE model with the help of Kalong-Kapili.
- The natural water resources will be utilized properly for livelihood generation through this programme. Expected to create gainful employment opportunities.
Community Resource Persons (CRPs)
SAFAL project appoints 288 Community Resource Persons (CRPs) to support fish farmers. Each FPO and cluster will have assigned CRPs for regular assistance. They address farmers issues and monitor training effectiveness. 56 experienced CRPs from Kalong-Kapili are part of the team. In Phase-II, 70 new CRPs will be trained, and existing CRPs will receive refresher sessions. They will also train cluster farmers.

ITDP @ Nagaon
Integrated Tribal Development Programme (ITDP)
Borbeel an area in Nagaon district adjacent to Karbi Anglong has been out of the reach of development due to its remoteness and its socio-economic backwardness. The people possessed land, but did not have exposure and financial resources to embrace economically sustainable livelihoods. Due to lack of livelihood opportunities, many of the young males had to migrate to neighbouring areas to engage as manual labours. Others, who were compelled to stay back relied on basic forest services and gathered and sold firewood. Both of these practices harmed social and well as environmental interests.
In this background, Kalong Kapili started work in the year 2015 with support from NABARD under its Integrated Tribal Development Programme and reached out to 400 families. The aim was to livelihood opportunities which were sustainable on a long term basis. It was an integrated approach, taking a scientific Wadi development concept as a core of the initiative.
Under this pioneering project, we developed short, intermediate and long term goals for the benefit of the tribal families. In the short term goals we developed mustard, sesame cultivations which would bring them economic benefits in a period of three months. For intermediate benefits we developed fish farming, pig farming and local layer farming, all of which required inputs which were easily available.
The goal for long term benefits was planned with care and caution considering the agro-climatic conditions. Thus areca nut, Assam lemon, drumstick were introduced to enable the farmers to have economic sources which will be available for a longer period of time. The concept of kitchen gardening was also introduced for the first time in the area.
Keeping in view the long term goals, Kalong Kapili pioneered intercropping in the areas under the project. Turmeric and colocasia were promoted among the beneficiaries and both have proved to be a success. But, the most distinctive changes have been in the area of water resource development and irrigation. Today the villagers have access to water round the year, which earlier was not the case.
The overall outcome as of today is better social mobility of the community, especially women. Women have started SHGs which now number 40. Better health consciousness in family and more enrolment among students has now been witnessed in the Borbeel area. It is heartening to add that these families, which were earlier beset by myriad problems and were prone to migration of male members are now staying together and earning an average of Rs 2.30 lakh Indian Rupees per annum.
FPO @ Nagaon
Borbeel Farmers Producer Company Limited.
The NE region is well known for consumption of pork. About 75% of the people in the region consume it in different forms. However, there exists a wide gap between demand and supply which may be on account of limited production.
Since ages, the tribal people of the area have a tradition of pig rearing for their own consumption. On a low scale, farmers have taken it up as a livelihood activity. With increase in population and purchasing power of people, the gap between demand and supply has increased.
Considering this sectoral imbalance as a potential opportunity to enhance the income level of farmers in Raha development block area of Nagaon district, Kalong-Kapili took a lead role in transfer of technology for scientific rearing of pigs and breed improvement.
The intervention resulted in shifting of farmers from traditional farming to scientific farming of better breeds. We also facilitated an expansion of production base in the area by linking the people with subsidy linked scheme of Government of India.
With expansion in production base, the FPO started aggregation as a means to realize better price. As a business expansion strategy, members also assisted in developing pisciculture and vegetable cultivation. We assisted in the formation of JLGs amongst the members to facilitate institutional credit flow.
From a membership of fifty in the initial stage, it has now increased to 300. The formation of FPO has enabled the members to reduce input costs and get better price. The farmers who were earlier rearing pigs mostly for self – consumption are now selling the piglets and meat to states like Assam, Meghalaya, Nagaland.
Model Millet Programme




On January 9th, 2023, a meeting was convened at Sankardev Kalakhetra to discuss the Model Millet Programme. During the meeting, NABARD, R.O. Assam, issued a sanctioned letter to us. Following this, on January 16th, 2023, the PIA staff conducted a comprehensive door-to-door field visit. Subsequently, 50 farmers were selected from six villages after the visit, in relation to the Model Millet Programme. Discussions were then held with the selected farmers.
Following a baseline survey, on January 24th, 2023, an awareness program was organized by Kalong-Kapili for farmers from six villages, focusing on the Model Millet Programme at the Borbeel cluster. This was followed by soil testing for millet cultivation.
On January 31st, 2023, a one-day training program was conducted in the Borbeel cluster. The training covered various topics, including ploughing of soil, application of fertilizers, preservation of seeds, disease prevention, and sowing techniques.
Subsequently, on February 4th, 2023, the inaugural program for the Model Millet Programme in the Borbeel cluster took place. The General Manager of NABARD emphasized the importance of millet cultivation.
After the land was prepared, seeds were distributed among the farmers, and sowing was carried out. Experts from the Department of Fisheries, Assam, along with PIA Kalong-Kapili staff, conducted regular visits to ensure the smooth progress of the millet cultivation project.
Decentralized Renewable Energy – DRE
Kalong Kapili has recently launched a pilot project called “Empowering the Fishery Value Chain in Assam through Decentralized Renewable Energy Technologies” in collaboration with FPO/FPC in four districts: Nagaon, Karbi Anglong, Sonitpur, and Biswanath Chariali. The initial phases, which included awareness programs on DRE technologies and site assessments for implementation, have been successfully completed. The upcoming activities will involve procurement, workshops, training programs, exposure visits, and more. The Programme was supported by GIZ India.

Integrated Tribal Development Programme – ITDB, @ Amri Block, West Karbi Anglong
An integrated tribal development programme is being implemented at Khatomari cluster of Amri block of West Karbianglong district of Assam.
In the ongoing project 350 tribal families have been covered in 16 villages of Khatomari cluster. Best practices popularized in the area are primarily in the form of arecanut and orange cultivation.The intercrops introduced in that area are pineapple and turmeric. The boundary is covered by teak plantation. Kitchen gardening and local layer farming have been introduced which provide them better nutritional diet and early income.
Capacity building, health, women empowerment, community organisation programmes are being conducted in the project area. Social security scheme i.e. Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri Jeevan Jyoti Bima Yojana and Pradhan Mantri Suraksha Bima Yojana have been introduced among the farmers.
30 SHGs have been formed in that area.
Today the community has the confidence to absorb positive influences from the outside world because they enjoy economic and social security.

In total, approximately 120 women associated with Self Help Groups (SHGs) reaped the benefits of these programs. Noteworthy attendees included representatives from various banks, including SBI Baithalangso and Assam Gramin Vikash Bank, Voksong Branch.
From March 24 to April 23, 2021, Kalong-Kapili organized four Micro Enterprise Development Programmes (MEDP) aimed at promoting scientific pig farming among women affiliated with Self Help Groups in the Chingthong and Amri blocks of West Karbi Anglong district. The inaugural ceremony was graced by Mr. P Bulte, DDM of NABARD, overseeing both West Karbi Anglong and Karbi Anglong districts. The initiative received crucial backing from NABARD, with Veterinary Officers from West Karbi Anglong and Nagaon districts providing essential technical expertise.
Today on March 05, 2021 Kalong-Kapili organised a health camp at the project office of Khatomari cluster of Amri block of west Karbi Anglong district. It was held in a collaborative approach of National Bank For Agriculture and Rural Development and MPHC of Voksong.
In the programme the DDM of NABARD, Sri P Bulte, DGM, doctors Pradip Ronghang and M Terang and other staff of MPHC were present in the programme. A large number of farmers and Kalong-Kapili staff were present in the programme.
The farmers were very happy for getting the opportunities for free health check up. They agreed that such camps would help ensure better health care in remote areas. The beneficiaries thanked the organisers, and underlined the belief that healthy people are vital for sustainable development of communities.

From December 15 to 17, 2020, Kalong-Kapili organized programs for women in Self Help Groups at Diyung and Harengajao blocks in Dima Hasao district. Supported by NABARD and in collaboration with ASRLM, they conducted Micro Enterprise Development Programs (MEDPs) on mask and sanitizer making, benefiting 60 women. The importance of Water Sanitation and Hygiene (WASH) was also emphasized. Additionally, Kalong-Kapili partnered with NABARD’s DDM for Book Keeping programs and Village Level Programs, benefiting around 200 women. Bank representatives and officials were actively involved.

East Karbi Anglong
A Pig cum Fish farming system was inaugurated by Dr P K Sahoo, Director ICAR-CIFA on May 14, 2023 at Bormanthi of KarbiAnglong district of Assam. It is worth mentioning that ICAR-CIFA supported 48 farmers of Barmanthi and Sermen Hanse through composite fish farming and Pig cum fish farming. All the farmers are from Dillai FPC.
Later the Director of ICAR-CIFA interacted with the farmers and also visited to engage with the demonstration of Pig cum Fish units. Kalong-Kapili conveys sincere gratitude to ICAR-CIFA for providing support and technology to the farmers in a right time and a proper way After few months smiles can be seen in the face of the farmers.
The other dignitaries who were present in the programme are as follows Dr P P Chakrabarty, principal scientist, Dr S K Swain, Principal Scientist and Dr C K Mishra principal scientist from ICAR-CIFA. Again Shri Sourabh Bora, SMS KVK Diphu Shri Jyotish Talukdar, Director Kalong-Kapili, Shri Binay kr Das Dy Director of Kalong-Kapili, Shri Susil Sangma field staff, Shri Tenjing Rongpi, Shri Thengklong Ronpi, president, secretary, BODs, CRPs of Dillai FPC and farmers were present in the programme.








ICAR-CIFA organised a day-long workshop on scientific fish farming for 80 fish farmers of Karbi Anglong, specially from Bormanthi and Sarmen Hanse, on December 18, 2021 at Farmers Growth Centre of Diphu.
The programme was in collaboratio with Department of Fisheries, Assam, KVK, Diphu and Kalong-Kapili. The farmers received arecanut saplings fish seeds and fish feed from ICAR-CIFA.
The guests present were Shri Rup Singh Teron, MLA 20 no Baithalangso constituency cum Executive Member of Karbi Anglong Autonomous Council for Fisheries, Dr Saroj Swain Director, ICAR-CIFA, Dr P P Chakrabarti Principal scientist and chairman of North East Region, Dr Subal Maibangsa Principal Scientist and Head of KVK Diphu, Shri JyotishTalukdar Director Kalong-Kapili. A few scientists from ICAR-CIFA, and Department officials were also present in the programme.





FPO @ Dillai
In Bokajan & Lumbajung blocks of KarbiAnglong district, there is an FPO – Dillai Fish Farmer Producer Company Limited, which was promoted under NABARD in 2018. The FPO now has 100 members and has the potential to increase the numbers up to 250. The FPO has a special characteristic that all its members belong to the ST community (Schedule Tribe Community classified by Government of India) and they can scale up their production to meet high demands in Dimapur of Nagaland.
The share capital received from the existing members is used for internal lending. The inputs are purchased for all members leading to more cost-effective purchases. It also helps in marketing the produce in a bulk form and thus in eliminating the role of middle men. The advantage for a farmer is that as a member of a FPO, he or she will be joined with other farmers in a cluster mode. The farmer will receive all the necessary inputs (training, capacity building) required to increase productivity. Secondly, in FPO mode the farmers will be able to purchase inputs in bulk which reduces the cost per farmer. Thirdly, the produce can be sold in a way that they have more selling power as there is little or no scope for middlemen. The share capital is higher in this mode and the farmers will be able to secure a higher amount of loans. It is also an easier way to get credit support from banks.

There is also an FPO – Sootea Mathsya Utpadak Samabai Samitee in Sootea block of Biswanath Chariali district. Presently they have 200 members and it has the potential to go up to 350 members. The FPO was formed under the Dept. of Fisheries. The FPO was formed in 2017 and they comprise General and SC, and OBC categories (Schedule Caste and Other Backward Caste, Community classified by Government of India).

Community Resource Persons (CRPs)
SAFAL project appoints 288 Community Resource Persons (CRPs) to support fish farmers. Each FPO and cluster will have assigned CRPs for regular assistance. They address farmers issues and monitor training effectiveness. 56 experienced CRPs from Kalong-Kapili are part of the team. In Phase-II, 70 new CRPs will be trained, and existing CRPs will receive refresher sessions. They will also train cluster farmers.

- Total 320 CRP formed in Assam, 50 in Odisha and 30 in Bihar as on 30 September, 2023.
- Very recently, Govt. of Arunachal Pradesh and Govt. of Nagaland also expressed the desire to adopt this CRP model with the help of Kalong-Kapili.
- CRPs are mobilizing grassroots masses towards fish farming and natural resource management. Achieved targeted goal through CRPs.

SAFAL Phase-II (SESSA Project)











Kalong-Kapili implemented SESSA project under SAFAL Phase-II with support of SAFAL-GIZ on September, 2022. Since then, our team has been providing capacity building programmes for the fish farmers at seven districts of Assam (Nagaon, Karbi Anglong East, Biswanath Chariali, Sonitpur, Nalbari, Kamrup Rural and Udalguri). Under the project, we are also organizing programmes to strengthen the FPOs and FPCs.
